Since 1985, Kolbuc and Associates have worked with many First Nations Organizations (See Clients), providing a variety of human resources training and organizational consulting services that include:

In working with a number of different First Nation Organizations, Bands and Band Councils, we have an excellent understanding of the differences in Native Culture and how this is reflected in Policies, Procedures and Organizational structure. We have assisted many First Nation Organizations in redesigning their organizational structure to better reflect Traditional Community Needs and improve overall efficiency and effectiveness of Band operations.

Some of the recent projects we have completed include:


OFFICE OF THE WET’SUWET’EN – Smithers / Hazelton, B.C.
Working with the Board of the Office of the Wet'suwet'en Society (13 Hereditary Chiefs), designed and pilot tested a Performance Management Program, for senior Staff and based on this information provided an overall review and assessment of current senior Staff and management. We also provided further assistance to Board and Service Staff involved to clearly establish performance objectives and expectations for the next 12-month period.

Hereditary Chief

NAK’AZDLI BAND – Fort St. James B.C.  Canada
Developed an overall Employee Policy and Procedure Manual and Job Descriptions including entry level qualifications and wages for all positions.  This involved interviews with all 40 Band Staff and Employees.  In addition we provided them with an overall Health and Safety Manual.  As part of our involvement we also assisted in the initial development of a performance review system, for a “self-regulated management team”, and redesign of their organizational structure.

WET’SUWET’EN EDUCATIONAL SOCIETY (New Hazelton)
Designed and delivered a twelve–day Leadership Program to approximately 25 Band Personnel and Community Members over a period of several months.

FORT NELSON FIRST NATION – Fort Nelson B.C. Canada
Upon interviewing all Band Employees and Staff, provided initial job descriptions for all Employees and Staff positions.  Also conducted initial research for a comparative wage analysis for all positions.  Provided recommendations for policy development.

DZE LKANT FRIENDSHIP CENTRE – Smithers, Canada
Conducted an overall Employee training needs assessment for about 40 Employees.

TSIMSHIAN TRIBAL COUNCIL - Prince Rupert B.C.  Canada
Provided an overall organizational review of Tribal Council Administration and Management.
